Abstrak

Geopolitik memetakan konstelasi pengetahuan yang mencakup aspek-aspek geografis dan politik suatu negara, serta kondisi fisik dan mental wilayah beserta masyarakatnya.  Paradigma geopolitik dan geostrategis telah mengalami pergeseran dari strategi menyerang menjadi fokus pada pertahanan, didorong oleh kemajuan teknologi ganda (dual technology). Dua dampak utama dari pergeseran ini adalah pembatasan penggunaan senjata nuklir dan munculnya medan baru (new battlefield), terutama melalui teknologi siber (cyber technology).

Melacak hubungan geopolitik dan kesehatan masyarakat melalui eksplorasi COVID-19 menghasilkan tiga tema utama: inside, beyond, dan WHO. WHO berperan sebagai jembatan antara kesehatan masyarakat dan tiga narasi geopolitik, yaitu kesehatan masyarakat sebagai simbol persaingan antarnegara besar, batasan terhadap penyebaran virus, dan masker bedah sebagai simbol kekuatan. Dengan demikian, WHO memainkan peran sentral dalam memimpin dan mengoordinasikan respons terhadap transformasi pertempuran melawan pandemi ini, yang memerlukan dukungan dari kerja sama internasional dan negara-negara besar untuk menyediakan dukungan politik dan finansial serta memobilisasi sumber daya yang diperlukan.

Konstruksi dan model pengembangan geopolitik kesehatan dalam Geo V di Indonesia memerlukan kajian mendalam, dengan mempertimbangkan landasan historis, filosofis, interaksi kebijakan, analisis kritis, serta pola aplikasi lapangan yang aktual. Model pengembangannya mencakup instrumen seperti pentahelix spirit bela negara, triathlon kesehatan, triple zone, peta geomedik, dan geomedisin. Tujuan utamanya adalah integrasi sinergis antara Sistem Kesehatan Nasional dan Sistem Kesehatan Pertahanan, yang diukur melalui tiga indeks parameter: Indeks Kesehatan Matra, Indeks Diplomasi Kesehatan Global, dan Indeks Etika Kesehatan Lingkungan.

Kesimpulan : Geopolitik Kesehatan adalah konstruksi berpikir dan budaya strategis pembangunan berkelanjutan yang bervisi konektivitas pandemi dengan tataran politik, ekonomi, teknologi  dan ketahanan nasional.  Konstruksi Model Geopolitik Kesehatan Geo V dengan spirit bela negara multilayer oversight menjadi kunci kesadaran partisipasi warga negara bahwa kesehatan sebagai perjuangan ideologis yang patriotik untuk kesejahteraan masyarakat.

English Abstract

Geopolitics maps a constellation of knowledge encompassing a country's geographical and political aspects, as well as the region and its people's physical and mental conditions. The geopolitical and geostrategic paradigm has shifted from an offensive to a defensive focus, driven by advances in dual-use technology. Two major impacts of this shift are restrictions on the use of nuclear weapons and the emergence of a new battlefield, particularly through cyber technology.

Tracing the relationship between geopolitics and public health through an exploration of COVID-19 yields three key themes: inside, beyond, and the WHO. The WHO serves as a bridge between public health and three geopolitical narratives: public health as a symbol of competition between major powers, public health as a means to limit the spread of the virus, and surgical masks as a symbol of power. As such, the WHO plays a central role in leading and coordinating the response to this transformative battle against the pandemic, which requires international cooperation and support from major powers to provide political and financial support and mobilize the necessary resources.

The construction and development model of health geopolitics within Geo V in Indonesia requires an in-depth study that accounts for historical and philosophical foundations, policy interactions, critical analysis, and practical field application. The development model includes instruments such as the pentahelix spirit of national defense, health triathlon, triple zones, geomedical maps, and Geomedicine. The main objective is synergistic integration between the National Health System and the Defense Health System, as measured by three parameter indices: the Dimensional Health Index, the Global Health Diplomacy Index, and the Environmental Health Ethics Index.

Conclusion: Health Geopolitics is a construct of strategic thinking and a culture of sustainable development that envisions the interconnectedness of the Pandemic across the political, economic, technological, and national resilience levels. The construction of the Geo V Health Geopolitics Model, with the spirit of national defense and multilayer oversight, is key to fostering citizen awareness of health participation as a patriotic ideological struggle for the welfare of society.
